Delete the shoutbox and create a new one.
This is often a charset problem on older PHP versions ...

Well .. that need bigger changes in the code and can't done in the current version, so it's better to disable this.
We plans a new shout box for the next major release ...

letters encoded in EAN-8 is 1 byte
Russian letters 2 bytes.
operations with the Russian text should be used UTF8 function.
Such as mb_strwidth (), instead of the length().
